New, Comprehensive Regulations for Heyang County’s, Wetlands
Heyang County Government of Weinan City passed new interim regulations for the management of Heyang Xushui River National Wetland Park. They took effect as from July 1st, 2014.
The new regulations are meant to strengthen the management of Heyang County’s Wetlands,
and strike a balance between the protective requirements for the area’s’ bio-diversity and the reconcilable utilization of the Park for tourism purposes, so as to achieve a harmonious blend for economic society, human settlement and natural resources.
Shaanxi Heyang Xushui River National Wetland Park is a transition zone and a semi-arid area neighbouring both Weibei Loess Plateau and the Central Shaanxi Plain.
Owing to its unique geographic position and its ecological development, the Wetland Park shows a remarkable bio-diversity, an intricate biotic community, and rich wetland shapes. It is part of a long cultural history with a deep-rooted cultural heritage. All of these factors have significant impact to the ecologic system, to science, also to education, leisure and historic cultural activities.
This new approach of the regulations determines the management system, the layout and construction, the R&D measures, the protection and the utilization of the area as well as banned actions, such as the illegal catching and hunting of animals, and also the
dumping of rubbish and the pumping of water.
The regulations also specify the protection of this national level wetland park and proceedings of the management work. They are meant to promote the healthy development of this park, so as to ensure the harmonious development and the ecologic balance of human daily life in Heyang County.
The new regulations shall, moreover, achieve in the near future to spotlight Heyang County as an “ecological tourism county”.
