6.4.1   General Preferential Policies (General Regulations) of Weinan City

The preferential policies of investment promotion of Weinan City.

I. For Industries

A.  Industrial projects

a. Get the tenure by the land auction, with the opening of the lowest price. And the lower remising price of the land in the higher plot ratio, investment
    volume and expect tax contribution for the projects which enjoy the personal land by the government.

b. Land-transferring fees and the farmland conversion tax are levied in full and then will be returned as the reward for the enterprises.

c.Tax incentive for the enterprises in the first 3 years, and halve for the following 3 years. And for the value-added tax is halved as the
   reward for the enterprises.

d. Free for the revenue from the administrative and institutional fees except the pollutant charge and the urban infrastructure fees. And the minimum
   charge for the service charge.

B.  Agricultural projects

a. Exempt from the land use tax for the food, vegetables, meat and fruits.

b. Exempt from the enterprises income tax for the necessities of life (the production of food, vegetables, meat and fruit.), and halve the tax for the
   enterprises which are engaged in flowers, beverage, aromatic crop and inland-water agriculture.

c. The minimum charge of administration fees from province, and halve from city level.

C.  Modern service projects

aThe price of land accords with "one project one discussion" for the one-off building or extension area is over 30 thousand m2, invest in the four-star (or above four-star) hotel and the investment value of
    individual project is over 1 hundred million.

bExempt from the income tax for the first 2 years from the profit-making year and halve for the following 3 years for the scenery spot exploration, hotel or tourist product development.

II.Urban construction projects

A.  Infrastructure construction

Free from the urban infrastructure supporting fees, land registration and other fees.

B.  Reconstruction of old city

a. The reconstruction of the old city is the cities which are listed in the old city planning area, and the transformed area is over 20 thousand m2.

b. For the land transferring fees, levied first, and then returned by the government as the reward for the large amount of house demolition, high improvement cost.

c. Halve the charge of the urban infrastructure supporting fees, land registration and other series of costs. And the minimum charge of the service charge.

C.  Urban village renovation

a. The reconstruction of the old city is the cities which are listed in the old city planning area, and the transformed area is over 10 thousand m2.

b. Exempt from the infrastructure supporting fees, and other charging standard accords with the preferential policy of the construction of the old city.

III.Real estate

A. Halve for the management fee of construction waste.

.Halve the Civil Air Defense transfer-construction costs for the project of affordable housing and exempt from the administration fees.

IV.Public Infrastructure and social undertaking projects.

A. Exempt from the business income tax in the first 3 years, and halve in the following 3 years for the public infrastructure, eligible environment protection and energy and water saving projects, since the
    year of profit.

B. Free from the land registration fees, demolition management fee, compensation fee of water and soil conversation and some other administrative fees for the social undertaking projects.

C.The private social undertaking institutions and state-owned social undertaking institutions are also enjoy the preferential policies of tax and finance.

V.Major projects and foreign investments.

A.Take the "one project one discussion" for the following kinds of projects: individual fixed investment of industrial project is more than 500 million yuan; for the domestic project, the registered capital is
    over 100 million yuan; for foreign investment, the total volume is exceeded$80 million or the registered capital is more than$20 million.

VI.Processing procedures

Where: municipal government administrative service center.

When: for provincial approval, within 3 days to complete the procedure, and for above the municipal level, within 2 days.

The system of "one hall for all formalities" is implemented for the investment projects at the administrative service center, and the formalities for enterprises registration, construction etc., should be handled off within 3 or 2 days.
